The National Programme for land registration purposes and land registry for 2015-2023

In the Romanian Official Gazette, Part I, no. 309 dated May 6, 2015 it was published the Government Decision no. 294/2015 on the approval of the National Programme for land registration purposes and land registry for 2015-2023.

The normative act approves the National Programme for land registration purposes and land registry for 2015-2023, managed by the National Agency for Cadastre and Land Registration.

The aim of the National Programme is to provide systematic registration of properties in the integrated cadastre and land register throughout the country, pursuant to art. 9 para. (11) of Law No. 7/1996 regarding cadastre and real estate advertising.

The systematic registration of properties include the following: conducting information and public awareness campaigns of citizens, identifying buildings and owners, conducting cadastral measurements, collecting legal documents from the holders, integration, data processing and preparation of cadastral documents, public display of cadastral documents and registration of applications for rectification made by the owners/holders, updating the cadastral documents and land registers as well as opening the land registrer in accordance with regulations.

The funding of the National Programme is provided from the revenues of the National Agency, under the law’s provisions. The main beneficiaries of direct appropriate actions in the national programme, are the owners, holders or other keepers of the buildings.

The activities of the National Programme are pursuant to an annual action plan, within the approved funds.
Inside the National Agency it shall be constituted a panel of experts in the prioritization of the administrative territorial units in each county, in order to be included in the National Programme.
For the implementation of the National Programme, the National Agency and its subordinate institutions shall establish a maximum number of 600 posts for temporary assignments during the National Programme, financed from its own revenues.
