In the Romanian Official Gazette, Part I, no. 244 dated April 9, 2015 it was published the Order no. 583/2015 of the Minister of Foreign Affairs for approving the procedure for issuing permits for small border traffic, as well as for storage and processing the data collected during the issuance of local border traffic permits for foreigners residing in the border zone of Ukraine.
According to the normative act, the permit for local border traffic (PLBT) will be issued to foreigners residing in the border zone of Ukraine for the purpose and with respecting the conditions provided in the Agreement between the Romanian Government and the Cabinet of Ministers of Ukraine on local border traffic, signed in Kiev on October 2, 2014.
The application form must be completed and afterwards signed within the designated frame, by the applicant, in front on the consular officer. The application form is free of charge and may be acquired from the Consular Section of the Romanian Embassy at Kiev and from the Romanian consular offices in Ukraine or it can be downloaded online.
The procedure establishes very detailed the papers and documents on which PLBT is issued.
The applicant must present the documents which proves that the legally lives in the border zone for at least 3 years prior to the application.
Depending on the purpose of travel, the reasons for frequent crossing the common border are:
– maintaining the family relations by visiting relatives;
– escorting relatives for providing medical care;
– participating in programs from the economic field and in exchange programs from the economic, scientific, cultural, medical, sport, mass-media or educational field;
– promoting economical interests and conducting activities for economic support;
– addressing legal issues;
– visiting family graves;
– other alleging reasons.
