Bucharest, 28 October 2014. Biriș Goran announces new hires:
Marius Șcheaua joined the Biriș Goran litigation team in the autumn of 2014. He has over 23 years of experience in all forms of litigation, with focus on civil law, commercial law, companies’ law, and administrative law disputes at all levels of Court.
Marius is the author of the book The Companies Law no 31/1990 (ro. Legea Societăților Comerciale nr. 31/1990), published in 2000 and 2002. He is also the coordinator and co-author of The New Civil Code with Comments (ro. Noul Cod Civil Comentat) which is currently being edited. In additional to commercial law, he is specialized in civil liability (medical malpractice) litigation and collaborates with the European Group of Research in Civil Liability and Insurance (GRERCA) team in France. Recently, he participated at the GRERCA reunion in Louvain (Belgium) with a comprehensive essay on „Doctors’ civil responsibility on breaching the obligation to receive the patient’s informed consent – overview on Romanian law”.
For 13 years, Marius has been Editor-in-Chief of some reputable legal magazines as: The Romanian Magazine of Business Law (ro. Revista Română de Drept al Afacerilor), which concept he created in 2004, Juridical (ro. Juridica), and The Weekly Pandects (ro. Pandectele Săptămânale) and Director of The Romanian Pandects Magazine (ro. Pandectele Române), between 2006 and 2010.
After completing her LL.M. studies in Vienna, Paula Dicu returns to Biriș Goran to head the Public Procurement Practice With over 11 years of legal practice, Paula has developed enviable expertise in the field of public procurement and concessions. She is able to advise across the entire lifetime of a project ranging from the assistance for the bid preparation and submission phase with the conclusion and implementation of the public contract. Included in this advice are all legal matters which are directly or indirectly connected with the award and performance of a public projects such as the clarifications submitted to the contracting authorities, the preparation of the claims submitted before the National Claims’ Settlement Council, negotiations for signing the contract or the addenda, communications with the contracting authority concerning various implementation matters or negotiations with the associates or subcontractors, as well as possible litigation.
Paula is also qualified to provide advices on State Aid legal matters concerning the financing of public services within EU.
In September 2014 Paula was awarded an LL.M. in European and International Business Law by the University of Vienna, Austria. Her master’s thesis focused on the enforcement of State Aid rules within the EU public services sector.
Daiana Miu joined Biriș Goran in October 2014 as junior associate/stagiaire and is focusing on general corporate, real estate matters and litigations. Daiana previously worked at Biriș Goran as a summer student.
Daiana graduated from the Faculty of Law at the University of Bucharest in 2014 and successfully entered the Bucharest Bar as stagiaire the same year. She spent one semester at the Erasmus University of Rotterdam, studying International Public Law, International Arbitration and Maritime Law. She is currently a master’s degree student at the University of Bucharest with a focus on International Arbitration.
