Methodological Norms for implementing the National Programme for Local Development

In the Official Gazette of Romania, part I, no. 282 of 20th May 2013 was published  the Order of the Ministry of Regional Development and Public Administration no. 1851/2013 regarding the approval of the Methodological Norms for the implementation of the Government Emergency Ordinance no. 28/2013 on approving the National Programme for Local Development.

The National Programme for Local Development, coordinated by the Ministry of Regional Development and Public Administration, lays down rules for implementing several projects of national importance, regarding regional development through projects of transport infrastructure, engineering services and social infrastructure.

The programme contains of three subprogrammes:

-“The modernization of the romanian village” subprogramme
-“Urban regeneration of towns and cities” subprogramme
-“District infrastructure” subprogramme

The investment objectives of the Programme are realised on property and/or buildings.

Are considered as being eligible the administrative-territorial units represented by the township local administrative authorities, the administrative-territorial units represented by the local administrative authorities of towns and cities, including the villages associated with them, the administrative-territorial units represented by the county local administrative authotities.

In the limit of the annually approved funds through the State Budget Law, the minister of regional development and public administration, writes and approves, through Order of the Ministry of Regional Development and Public Administration, the allocation of resources for the Programme for each county, for each subprogramme and on spcific fields.
