The Official Gazette of Romania, Part I, no.704 of 15 October 2012 has published Law no. 167/2012 amending Law no.297/2004 regarding the capital market.
The regulatory law aims to amend law no.297/2004 regarding the capital market, offering the posibility to regulated markets in Romania to become designated platform for auctions of certificates of greenhouse gases emission under the public procuremenet procedure common amongst the member states and the European Comission. In this sense, the definition was modified to include certificates of greenhouse effect gases emission into the regulated market.
The enactment implements the provisions of Regulation (EU) no.1031/2012 of the 12th of November 2012 Commision on the timing, administration and other aspects of the auctioning of licensed certificates of greenhouse gases emissions under the Directive 2033/87/CE of the European Parliament and of the Council concerned with establishing a trading system of levels of greenhouse gases emissions in the European Community.
