Changes regarding the health reform. In the Official Gazette of Romania no. 1050 of December 30, 2019, Law no. 256/2019 for the modification of art. 320 paragraph (1) of Law no. 95/2006 regarding the reform in the health field has been published. Victims of aggression or accidents with unknown author will be exempted from the payment of the expenses incurred by the medical assistance. [source]
New amendments regarding the Fiscal Code. In the Official Monitor no. 1054 of December 30, 2019, Law no. 263/2019 for amending Law no. 227/2015 regarding the Fiscal Code has been published.
The main modification introduced by the Law consists in the abrogation of some provisions that refer to the establishment and payment of social insurance contributions by the natural persons who obtain income from wages or something assimilated to wages, based on an individual full-time or part-time employment contract. Law on the Government’s ability to issue ordinances. In the Official Gazette of Romania no. 1053 of December 30, 2019, Law no. 262/2019 regarding the empowerment of the Government to issue ordinances has been published.
The law provides that the Government is authorized as from the date of entry into force of the law (January 2, 2020), but not before the end of the second ordinary session of 2019, and until the resumption of the Parliament’s work in the first ordinary session of the year 2020, to issue ordinances in areas that are not subject to organic laws.
Also, the Enabling Law provides exhaustively the areas in which the Government can issue ordinances.
The ordinances issued by the Government will be submitted for approval to Parliament, according to the legislative procedure, until Parliament’s work is resumed in the first ordinary session of 2020. [source]
