In Romania’s Official Gazette, part I, no. 938 from 18 December 2015 the Order no. 1139/2015 of the president of the National Agency for Public Acquisitions was published, Order regarding the notification for the signing of the public acquisition contract/ frame-agreement.
According to the document, the contracting authority is obligated to send a notification regarding the signed public acquisition contract/frame-agreement to the National Agency for Public Acquisitions in maximum 48 hours within the signing of such a contract.
The notification shall be sent by e-mail to the adress notificari@anap.gov.ro. The template of the notification is attached to the Order’s addendum.
The winning offeror has the right to approach the National Agency for Public Acquisition if he considers that he was injured because the public acquisition contract/frame-agreement was not signed inside the term stipulated by Government Ordinance no. 925/2006 for approving the application regulations of the stipulations regarding the assignment of public acquisitions contracts from the Government’s Emergency Order no. 34/2006 regarding the assignment of public acquisition contracts, public workings concession contracts and service concession contracts.
