In the Official Journal of Romania, Part I, no. 65 from 28th of August 2015 has been published the Government Decision no. 679/2015 regarding the amendment and completion of the Methodological Norms for the implementation of the Government Emergency Ordinance no. 6/2011 on the stimulation of the establishment and development of micro-enterprises by young entrepreneurs, approved by the Government Decision no. 96/2011.
The normative act amends and supplements the methodological norms on the stimulation of the establishment and development of micro-enterprises by young entrepreneurs, in order to improve the aspects of the practical implementation of this program.
Hereby, the new provisions establish that the registration of the projects in the program will be done exclusively online, by using a username and a password, in biannual sessions of 15 days, until the depletion of the budget allocated for this program. Previously, the online registration of the project was done in continuous session.
The admission in the program will be done according to the scores obtained at the online evaluation of the business plans. Before of the amendment, the admission in the program was done according to the order of the registration date. The minimal accepted score is 60 points.
At equal scores, will prevail the number of jobs to be created in this program; the acquisition of the technological equipments; the activity which accesses the program; the entrepreneurship course; the associate/administrator“ Society with limited responsibility-beginners” is unemployed or graduator from the previous year at the registration date in the Trade Register; the date and hour of the registration in the program, in this order.
After this step, the electronic application will generate a unique electronic number for each program, called UER number, meaning number in the Unique Electronic Register.
The examination of the veracity and coherence of the information inscribed in the business plan, including the connection of the acquired assets with the activities of the NACE code with which is accessed the program, is being realized by the Territorial Office for Small and Medium Enterprises and Cooperation. The approval of the examinations by the Direction of Programs Implementation for Small and Medium Enterprises and obtaining the minimal accepted score lead to the approval of the financing of the business plan.
The applicants whose business plans are implemented with credit component and which obtain at least minimal score after the examinations done will clinch the financing contract with Territorial Office for Small and Medium Enterprises and Cooperation, after presenting the evidence of the co-financing.
